Recipients are created, account details are verified, and explicit confirmation is required before recipient use.

## Delay reassurance model
Reassurance copy is generated from factual transfer evidence:
- current status
- status-history timestamps
- expected duration budget per state
- recorded reassurance history

## Receipt model
Receipt retrieval endpoint exists at transaction detail level.
Completed transfers can produce signed receipt downloads backed by persisted receipt artifacts.
